what tool should I use to add features (in this case feet) to an existing photo which I downloaded via email,

There is no "feet" tool. If you have a photo with similar feet, scan it , ensure it and the target have the same resolution, then you could select the feet on your photo , copy it then paste it in a new layer onto the downloaded one. You will have to fiddle around but finally you could flatten the image. Good luck!
