Lost scroll arrows

I have lost the up and down page scroll arrows. They have disappeared off the r/hand side of the page. Any advice welcome

Have you tried putting your cursor on the very edge of the screen and finding the two little arrows, left clicking and pulling towards you?

You do not say whether the scroll bar is missing for everything or just on certain web pages. If it is missing in Internet Explorer you could try to reset to default settings.
