Why does it not appear in my list of programs?

I have it and have updated it regularly

It's a plug-in for your web browser. Look in tools if you have IE.

It appears in Control Panel on all my machines - no idea why!

Adobe Flash Player is in Control Panel same as Java is, so you can tweak their settings.
