Apple Mac Clone

Is it possible to truly build a clone that is 100% compatible to the Apple Mac? And would non-Apple components work? Any advice as regards what components are ideal would be appreciated. And what about Apple's operating system? Is it available or does it only come pre-installed on an Apple computer?
