What country sells the cheapest computer parts? In England you have to pay VAT, but what about in the US or Germany?

You still have to pay VAT in Germany. Buy from USA and you could be liable for import duty and VAT on the total. Also the carrier c an raise a customs entry charge. You takes your choice.
