daft question perhaps, but have you tried a different phone to ring from? It may be the one you're using is duff.

I encountered the same the other day.

My parents had taken a call on one wireless handset and not pressed the end call button when finished. This occupied the receiver unit so no calls from other handsets could be made until the end call button was pressed.

Luckily it was from an incoming call otherwise a six and half hour bill would have been run up.

"nothing wrong with there phone line".

I have had a number of problems with Talk Talk. One of those was with being able to phone out, but nobody could phone in. It was only by luck that I found this out.

Going to Talk Talk support, I was 'assured' that there was nothing at all wrong with the line, they had conducted some tests on it, so I set them a challenge. Phone me up on the line that I am complaining about, they did and asked if the phone was ringing. I asked if the phone was ringing their end and whether anyone had responded to the telephone. Their answer was no, so I asked how they had previously tested the line so as to assure me nothing was wrong, if by a very simple test they were unable to connect. End result BT OpenReach was on the case, because there was a fault at the exchange.
