USB 3.0 card & CPU cooling

I'm planning to get a custom PC from PCspecialist. I'm stuck on the issue of the motherboard.
I'm not an overclocker, and I doubt I'd make use of any of the Z68 features, so I'm going for the cheaper H67 chipset instead. It has enough expansion slots to keep me going for a few years. However, there are two to decide between, one with USB 3.0 and one without, the latter being £40 cheaper. Since USB 3.0 seems to be the main difference between them as far as I'm concerned, would it be better just to get a £10 USB 3.0 PCI card if I ever decide to use USB 3.0? All I use USB for at the moment is for my mouse and keyboard, so it's not vital. However, should I use an external HDD or anything like that in future, would a USB 3.0 PCI card deliver the same speeds as built in USB 3.0?
Also, on a side note, is it worth upgrading from the standard cooling for a Core i5 2500?

All I can say is that I have USB 3 on my newish computer so asked if better to use a USB mouse or a PS2 one,I was advised to stay with using the PS2 one.
So can only assume USB3 is not needed.
