how to used command from cmd shutdown /i/:/s

HEllo,I am from Russia an speak English not best, by I try to tell so, that you could understand me. Please help me understood, how to used command from cmd shutdown. I try to power of computer in my own home network. I used command in cmd shutdown /i/:/s. I enter ip address pc with I wont to power off. But in result a take that: 10.10.0.3: refused access.(5) One men said that I must used telnet or terminal access, a include my pc in domain by I don’t know how done it.

To power off a remote computer with the IP address 10.10.0.3 open a Command Prompt window and run the command:

shutdown /s /m \\10.10.0.3

I am really hard try, that you could understand me. Please told me, if somebody to know about protocol BGP in Windows 7,was it protocol in windows? If yes, so how can I set up it protocol?
