How do I set up a public wifi network for our rural village?

Background:
We live in a rural village with population of 800-900 people. The broadband options are few...BT charge a bomb to make connections to new houses, virgin don't even operate in the area, due to a lot of holiday homes there are many houses which don't even have a permanent telephone line. Mobile phone coverage is unreliable and there are complete dead spots in a lot of the village. 2 of the 4 pubs offer free wifi.
Objective:
I like to create a village-wide wifi network...The purpose is to provide a public service so although we'd have to charge to cover capital and operating costs but the purpose would be to run it on a non-profit basis. If it does by chance make a profit it would be donated to local community projects so we should be able to get support from local business and residents if the technical solution requires their collaboration.
Does anyone have any guidance, advice, idea of set-up costs, sources of useful info?

See if this page about the Wray Village broadband project is of any help. The village, in conjunction with Lancaster Universities Computing department, implemented a high speed broadband network in Wray.
