broadbnad speed not what it should be

hello ppl ive just getting broadband back in iam with a company call utility warehouse and the isp is with opel telecom now the problem i am having is that i suppose to be getting 20mb but only getting 10mb i have a netgear dg834g v5 and the stats says that iam getting
ADSL Link Downstream Upstream
Connection Speed 19347 kbps 1020 kbps
Line Attenuation 14.5 db 5.2 db
Noise Margin 11.9 db 14.5 db
so any help on what i might need to get near enough 20mb

I'm sure the speed will be stated as 'up to'. If so, you'll rarely get anything like the max.

I am using broad band pack, and i have 3G technology. It has 3.1 MB download speed

10mb on a "up to 20mb" package is a good result. in my house I have 2 laptops and 2 PC on line together most of the time, this includes one using on demand TV. My 20mb package gives me about 11mb which is more than adequate.
