same problem back again

i have belkin n1 vision and vista laptop with virgin cable internet. today we had a power cut for a few seconds and when router came back on an old problem returned. the router does not complete startup the progress bar moves on only a little bit and then reboots again, if i press reset the monitor screen just says download mode and gets stuck there, please help this is driving me mad.
