No you don't, not everyone in Trafalgar Square is a tourist. I should think there are plenty unprepared people there, adults and children.

I don't think you can 'accidentally' go to Trafalgar Square, unless you are lost I suppose. Whether or not passing people are prepared for the current display I cannot comment as do not know how or if it is advertised.

The 4th plinth at Trafalgar Square, London, is hired out for 'performers'... and financed, controlled [and OKAYED] by London City Council.

Gough's wanton nakedness [on-the-other-hand] is lewd,uncontrolled behaviour, which would deter any decent-minded tourists/persons from visiting that venue in the capital city.

A BIG ball & chain might be the only solution ...attached to his ...ankle ... or ... back-pack.

FYI there is no such body as London City Council.

I think the fourth plinth, although in the London Borough of Westminster (Westminster Council), actually comes under The Greater London Authority whose elected head is Boris Johnson.
