It seems to need a lot of Lego crewmen and a Lego horse (not sure if the horse is essential) to work it.

The horse is essential...it has LEGO wheel mechanisms.
My LEGO (internet dial-up connection) is useful at times!

Quickbeam just think of all the Lego men it will keep in work and the horse is essential, no electric just horse power.
