I can see what looks like tall chimneys (chimbleys where I come from) behind the houses so I will have a guess at a power station area, the only one I know within the M25 is Battersea. Maybe the other clue is the dog, pehaps a stray from the dog's home. By the way it is a dog because it's appendage is visible and what looks like a bitch is having a pee against the wall.

The dog is waiting for the passer by to pass, so it can have a good doggy pee...obviously.
