I wonder if these top police officers who are 'resigning' are getting a golden Goodbye and a large pension, which they may not get if they are sacked.

Or am I just being cynical?

A police officer can have the publically funded portion of their pension withheld if they are convicted of a criminal offence that results in a an undermining of public confidence in the police.

Neither Stephenson or Yates at this time are even suspected of crimes let alone convicted.
