Dreamweaver - linking to text on a differnt page

I need to create a link from text on one page to text on another page on the same site (which may be lower down on the new page) - if you see what I mean! Same as help pages I suppose where you click an item at the top and it 'scrolls' you down to the subject you want.
The difference here is that the new text is on a different page.

Is this possible in Dreamweaver.
At present I am using Dreamweaver 2 but am upgrading to MX2004
