Serif webplus starter software problems downloading

After seeing that the software had been approved by PCA I have been trying for the last hour to download it. I tried running it direct from dowload, saveing it and then installing but it doesn`t work. It gets to the installer extraction window an then tells me I need a reboot. Then its not there. Any suggestions before I give up. Running W7 64bit os.

Click No and it will install..
