wesite design for people with a visual imparment

Hi all, I have been asked to desgin a website that can be used by those who have a problem with their sight.
I believe the most common form of accessing website is for people to use a braille reader i would like advice on how to create a site that is friendly to these people
Also with this site she would like to be able to offer advice via a forum style site too so she must be able to access this and be able to reply.

The RNIB certainly can assist. Remember websites should not be designed for visually impaired users because it is helping them ... it is ... and it is nice to do so, but it is also the law. There are legal implications. Trying looking at screenreader.net who provide some information that you might find useful. Also, userdesign.co.uk who have various pages related to design but do focus on web design especially listing other useful websites for you.

I for one don't really have any idea about designing a site for people with visual imparment. Perhaps there is an app or tool that can assist a person with such conditions.
