What is the best software to build a website that's not too 'techie'. Is XSitepro any good for UK users?

I wish to build a website for our golf club. We would like to use our own design rather than using a standard template. It would need to be updated on a monthly, or even weekly, basis and include such things as a list of competitions, photos of winnners, news, social events etc. We would want something flexible, not stodgy, and lively. Heard about Dreamweaver but believe it is too techie, XSitepro 2.5, and Microsoft Expression. I've read some reviews but have no idea what package would suit us.
