Launching a web browser from your DVD?

I am making a distributable DVD.
I can launch index.html from the autorun but here's the problem:
It needs to call, at some point after a lot of blurb, setup.exe on the DVD. Trouble is that because of security built into IE FF etc, no exes can be called.
How would you go about distributing this?
(I am thinking of dropping the html and the need for a browser into and using something else, but what....? The other folks here have put a lot of work into a html intro package)

not be called by clicking on a link on the html intro file?
