I want to build web site for second hand things (i mean like if someone wants to sell some old thing upload a photo, description, and phone number).

I got 2 q

1. What programing languages are possible to use?

2. Can I use DreamWeaver to builed a site like this?

before embarking on this. There are legal implications in operating a site which acts as a centre for the sale of second-hand goods.
