How to arrange for software to be downloaded

One of my web clients wishes to provide for a piece of software to be down-loadable from his website. It would be zip file. How do I insert this download facility into the website?

and provide a hyperlink to it. When a link is clicked the visitor's browser will pop up a dialogue box asking whether the file should be saved or executed.

It should be as simple as a hyperlink, directed to the point on the webserver where the zip file is stored.
