Which is the Best E-Shop Design Software?

I have a shop on e-bay and find their fees to be rather high. I wish to start my own seperate internet shop and need to know which is the best package including payment options. The package offerred by 123-reg seems reasonable but how easy is it to use and does it deliver a top quality shop? Is there an outstanding player in the market which a majority of people can recommend?
