Cannot open my Recycle Bin

Hi everyone, I hope someone can help me with the following problem. I have accidentally disabled my recycle bin. (I don't know how!!)It is still on my Desktop but I cannot open it, the title which is below the bin is also missing. I will be very grateful if someone can offer me some advice. My operating system is Windows XP Pro. Many thanks, Camerauser.

If you have files in there you want to rescue, then boot into Safe Mode and see if the recycle bin will open and then you can retrieve the files before you replace it as per link.
