I have a Toshiba usb 3.0 500gb storage device that my son says used to work but now it wont. The description that follows is the same for all my PCs/laptops and a couple of friends one. When I plug it in the power light comes on for a couple of minutes. It doesn't show on my hard drive list or on devices with removable storage. It does show on devices and printer as external usb 3.0. It says its working ok. Its shows up on device manager, disc drives and says all is well. I've uninstalled it, drivers are up to date. Everything says the device is working ok but im unable to use it. Is it bin time ?

Eithera problem with :-
The power unit to the drive
the USB3 bridge to the PCs
or the drive itself.
The drive will be a standard sata drive, so to find out which or the above is causing the problem.
You could attempt to open the unit and extract the drive and couple direct to a sata port on your PC or put it into a another caddy and connect to a USB port. If the drive is OK it will work in a USB2 or 3 caddy or direct to a sata port on your motherboard.
