Control internet usage (for flat) from laptop?

OK, not too sure how to phrase this but basically what I want to be able to do is have some kind of remote on/off that i can trigger from my laptop that will then only enable the laptop to access the internet. Other items that currently access the internet are a desktop computer that is plugged directly into the modem and an iphone. (side note: it would be nice if i was also able to access the internet on my phone)

I'm not sure how this would be done, or whether there are any ideas / options?

Just thought i'd ask and see if there were any thoughts, cheers
