Laptop to tv to watch programmes whats best?

I will need to connect a laptop to my TV via a VPN site soon as the BBC etc will be reducing their signal strength and we wont get a satellite signal over here. I want to have a dedicated laptop in the lounge to make changing channels etc easy. I have a Samsung Smart TV so this is OK for connecting to. I have no idea of what would be a suitable fairly low cost machine. I have WiFi and direct connect Broadband at 8mbps. Any one help?
