Cannot download to Windows XP laptop

Hi. I have CCleaner and Defraggler on my laptop.I have never had a problem with them or other downloads. I used them today and both advised to update to the latest version. I tried to do this but nothing happened after pressing the download button. I checked with my ISp and there were no packets downloading. I have tried both IE and Goggle. In IE there was an error message saying "system.componentmodel.Winsystem32Exception.The system cannot find the file specified". Then follows a list of items like "At systems diagnostics start " Can anyone advise why this has suddenly happened and how to resolve it? Thanks for your time
