GPU card ram does not maket it a better card. A higher gpu makes it run faster. Higher ram on a GPU card helps the 'buffering', or 'lag' that can happen be less.

It is a much faster portion of RAM, as it is located on the GPU the GPU doesn't need to send all of it's data through the CPU to the normal RAM which means that it is much more efficient.

I would imagine that having a fixed and known quantity of RAM allows the GPU makers to get more out of each card.
