Cannot use camera or recorder

I have a 4 week old Dell Inspiron 3520 running on Windows 8. Every time i try to use the integrated camera to take pictures or record i get the message "something went wrong while taking this photo/video". It works fine on skype although the picture is very "grainy" compared to my other laptop (Samsung RV510) Could this be a software problem or something more sinister?

I would be inclined to contact Dell seeing that the PC/Laptop is only 4 weeks into use.

Check what pre-installed program is used to run the camera. Might possibly be software available on the machine you haven't used yet.
