I found this post on answers.microsoft.com scroll down to 'pawhe955 replied on March 31 2010'

".. I have been running Quicken 98 on an XP (home, e.g. 32-bit, SP3) machine for many years, with no issues..... the autorun installer appears to be 16-bit (or at least has an issue running, and just bombs out) - but as mentioned by Mogojohn, the CD contains both 16-bit and 32-bit installers separately, in folders on the install CD called "Win31" and "Win95" accordingly; so what worked for me was to navigate to the "Win95" directory, and run the "setup.exe" found in there "
