Outlook 2000 not sending mail

I have outlook 2000 which I have used well for years. I bought a new computer using windows 7, and re-installed microsoft office 2000.
I find that now I can receive mail, but I can't send mail.
I have checked the in and out servers and they are set up ok.
I get a message 'Unable to find windows address book WAB DLL'

Have you transferred your emails and address book from your old PC? Are you entering the full email address or just the name from your address book, which it looks like your system cannot now find.

I have all the old e-mail and addresses. But even if I type in an e-mail address, I still can't send it.
It does not go into the outbox also.
