There are a few ways of doing it
one of the easiest is to boot from a USB or CD

Problem now appears to be solved. Many thanks to chub_tor and fruitbat. Method used was to enter via F8 into safe mode then download firstly malwarebyte, scan and delete offending files then download and scan using hitmanpro as a second opinion malware solution. Thanks also to malwaretips.

To stop getting it in the first place maybe spend £12 on this.
3 Computer cover for £4 more. Money well spent.

You were fortunate to be able to get into and work from safe mode. The several times I've dealt with this pest, I've had to use the 'boot from CD' approach - in my case, I used the kaspersky version

I agree with Jock1e - Money well spent on Emsisoft. onthelimit1 also makes a good point - the two most recent variations of this scam even prevent safe mode. I usually use Malwarebytes on a quick scan first followed by a full scan of Emsisoft.
