My PC screen isn't detecting the computer is on...

When I turn my PC on, the screen usually comes on automatically. But it's stopped working.
I can hear the power supply on the tower, but it doesn't seem to be making the "loading up" sounds from the hdd etc. Also, the screen doesn't detect that it's gone on and just stays on standby.
All the leads to the monitor are connected etc.
What could be wrong?

PSU failure
HDD failure although I would expect screen and a error message
Make sure no disks in drives (mine does similar if a blank CD or DVD is left in) unplug all USB devices retry.
Unplug the tower press and hold the power key for 30 secs plug in and retry.
