How do I prevent 25% packet loss?

For the last few months I've been getting on average 25% packet loss. My download/upload speeds are constant so my ISP says there isn't a problem. How can I reduce the packet loss?

By lowering the Through output of your router in other word MTU settings

MTU how to Change

Or you could do it Using "TCP Optimizer"
