Just about any of the freebies will sharpen. Picasa is the very simple one.

I tend to use picasa. Remember that even though it says sharpening it wont turn your out of focus shots into well defined photos. It tends to be rather grainy and blocky the more you strengthen the sharpening.

As above limited results trying to sharpen, it can also make them look blocky

IrfanView also has the sharpen feature, and is a great all-round image editor (especially if you also have the plug-ins, which do cool things like resize an image for the web).
