Hard drive not being seen by windows

Have recently installed a new hard drive into pc. Hard drive is visible in set up and device manager but is not showing in my computer so I cannot access it. Wd hard drive utility can see it and it passes all the tests. Any ideas?

Can you see it in Disk management?

if so right click initialise and format for it to be see in (My) Computer / Explorer.
