One computer Two Users IE9 fast for one slow for one

I have a laptop running Vista Home Premium. There are two users, both use their own IE9. For one user IE9 is fast, for the other user IE9 is dead slow. As far as I can tell both have the same settings and I cannot determine why this is the case. Both users have http://uk.msn.com/?pc=WLEM as the homepage. Can anyone help please?

One admin mode one limited account?

Does IE 9 use Enhanced Security Configuration?

it may be on for users and off for admins.

Both users have full admin rights.

I do not know what IE9 Enhanced Security Configuration is! Sorry.
