Windows 7 firewall

The latest issue of PCA states that the Windows firewall from Vista on can be configured to cover outgoing data in addition to the default incoming. I have tried but had no success - how do you do it

see here outbound bottom of page

default settings already block both ways until you give a program permission to connect
