Make HD work faster??

Hi, I seem to remember reading a few months ago how you can make the HD work faster but may make it slightly unstable? I Googled it and couldn't find the exact one but i did find this:

Am i being stupid here or is it worth doing please?

Although when i click on OK, i get a window that says C:\AUTOEXEC.BAT (white background with flashing cursor?)

AUTOEXEC.BAT is a batch file. You do not want to open (run) that list of instructions.
You want to open system.ini in Notepad so you you can edit the text.
