With Windows when you double click a Zip file then a window opens and you are expected to extract all on the top bar? This doesn't show then?

If you have a restore point I'd try that first. See if you can extract zip (compressed) files. If that doesn't work download 7-zip, I use the .msi version for 64-bit. 32-bit is the .exe download.

You mentioned earlier that you weren't an Admin account when you tried to extract a zip file? This might be the problem. Go to user accounts to check you are still an admin account.

With Windows who knows.....:) Something has corrupted your profile. Try creating a new account, with admin privileges, and see if it works with that account.

EARLR , it's some program, malware or just Windows going belly up. Try creating another admin account then if it works you can transfer everything through a third admin account.
