Email Pictures are Grey Boxes

I can usually open pictures I receive in an email, in fact they are usually open when I receive them. However, a new contact has sent me some and they are just grey boxes. Is the fault at his end? I don't know for sure what his OS is but thin its XP Home Edition.

The OS is not that relevant. What he uses to create emails is. Are they plain text instead of html, how has he attached/inserted the pictures? Probably his end.
