Se DVD drive as first boot device in BIOS
Save and EXIT (F10)
Watch for the message "press any key to boot from CD"
This should work if your Cds are bootable
how did you make the bootable disks? - you can't just copy files across it needs to be burnt as an iso file

Most burning software will let you do it
I use Nero

If you have an .iso then that is an image of a cd. In your burning program choose burn iso
I use Imgburn (free) http://www.imgburn.com/index.php?act=screenshots

HAve you tried the boot CDs on another machine?
Its possible your machine is not trying to boot from the CD even if set in BIOS.

Assuming you are using win 7, this is the offical download from microsoft, use your own licence number, downloads as ISO file.

Before you do that- Check:
Is the HDD correctly plugged in (Power and Data).
i.e. Does the HDD spin up and lights flash, if not checka nd replace either (or both) data and power cables.
O other earlier systems goto www.bootdisk.com and download the boot disk for your system.
