Vista- the program compatability facility -is it there?

XP has the program comparability facility to enable software for older system to run.
I am trying to ger a program 'Live Suit' to run to enable a failed Android device to reload.
The instructions state it needs to be run under XP.
It certainly does NOT run in Vista
So I am hunting around for the comparability facility
Have not yet found such
Does Vista have it?
I am usig an HP destop and it could be HP have messed with the appearance of Vista

I don't suppose vista has compatibility mode under tools.

Worked the link FB it came up OK - nice graphic- but sill unable to locate the file it said to go for.
Moreover Win Vista Help- was no help at all.
A long typed conversation with a young lady simply went round in circles.
The site looked 'commercial' too with a complimentary question- anticipating payment for the next one.
