i have a desktop that has Windows Vista installed is there any way i can upgrade to windows 7 for free.

The criteria was - If you bought a new PC with Windows Vista Home Premium, Vista Business or Vista Ultimate installed on or after June 26th 2009 and before the October 22nd 2009 release date of Windows 7, then you will be eligible to receive a free Windows 7 upgrade. This offer finished 31st January 2010 - so to answer your question NO you can't.
