Unable to access file type in Control Panel

Running Microsoft XP with 4 users on PC. Having trouble accessing the Control Panel/Folder options/File type, all the file types are present but the options to change are greyed out in one of the users. 3 of the users work fine. Any thoughts please.

Partly. Nontek was able to help me access a specific file but was unable to provide the answer to the basic question.

Assume that the user has full admin rights.

I know you will find this hard to believe but the fault has cleared itself. I have done nothing to the system. Logged in just to see if it was working and it was. Thanks for your help.
