Iphone 4 needs the sim unlocking

My step-son has just purchased an Iphone 4 from an auction site, which claimed the sim was unlocked. But it turns out that it is locked to AT&T.

Other than contacting AT&T, is there anyway of unlocking this phone to enable it to work with another provider?

Go down to your local market or shopping precinct? usually a stall there that will do it.
