CD/DVD Writer can't read any Discs

Hi, Would any of you wonderful people out there know what this issue may be as i have searched and searched and cannot find a solution. My mates parents H.P. Desktop P.C. suddenly stopped being able to read any discs so can't install any software or anything at all. It's running Windows XP and i have tried everything, even got them to buy a new CD/DVD Writer but when installed that and fired the P.C. up it recognises the drive no problem but yet again when i insert any CD it doesn't recognise, even when you click on the drive in Windows Explorer there is nothing on the CD's.
Anyone out there have any idea what i could do to rectify this issue as i am totally stumped now.
Your help is much appreciated.

Well guys i've just tried another IDE Cable and that's not the problem either. What a nightmare this is, it's probably something really stupid as well but i've tried everything now :(
If anyone else has any other suggestions then it would be much appreciated, thanks

Try the MS: 'Fix problems with CD or DVD drives that can’t read or write media' utility (either direct or you can download it first - see panel on right)

I think I would be tempted to try out the new DVD drive on a known to be working pc ?
They way you are just now has way to many variables to call

As you have a IDE drive have you checked the master / slave settings?

Yes checked these setting as well. I think i'm going to have to give up now as i doubt i'm going to get to the end of the issue. It's just a nightmare and thanks to everyone who tried to help :)
