Padlock with arrow icon

What does the the 'padlock with an arrow pointing upwards' icon on my Packard Ball laptop mean. It is permanently llit up

Is the padlock icon on your screen or is it a light in the bezel or just above keyboard? (could be the NUM, CAPS or Scroll Lock)

It is a light just above the keyboard and with your advice i tried the NUM lock and that is what it is.Thank you both for your support.
