My first WINDOWS program - what language ?

I am thinking of creating my first Windows App. It will just be a simple tool that makes a little video from what you type on screen.

What would be the best language to program it in? Hopefully free programming language that interfaces easily with the Windows environment.

(I have some programming experience in the past with C, PERL, Php, Basic etc)
